This Is Success?

Shooter says they're doing just great. AP (06.20.06):
"Vice President Dick Cheney said Monday that aggressive U.S. action is responsible for preventing new terror attacks since the Sept. 11 strikes." Cheney Sees Success in Warding Off Attacks
Really? Not according to the State Department's National Counterterrorism Center. For 2004, from the Washington Post (04.27.05). Note that the numbers were so distressing, they didn't want to include them in the report:
"The number of serious international terrorist incidents more than tripled [in 2004], according to U.S. government figures, a sharp upswing in deadly attacks that the State Department has decided not to make public in its annual report on terrorism due to Congress this week." Got even worse in 2005. Washington Post (04.29.05):
The number of terrorist attacks worldwide increased nearly fourfold in 2005 to 11,111, with strikes in Iraq accounting for 30 percent of the total, according to statistics released by U.S. counterterrorism officials yesterday. Terrorist Attacks Rose Sharply in 2005, State Dept. Says
On another matter, who said Shooter isn't a royalist? AP (06.20.06):
Answering questions at a National Press Club luncheon, Cheney also said that, when President Bush and he took office in January 2001, the balance of power in government was tilted in favor of Congress.
